Risk Assessment and Adaptation Forum

This forum demonstrated the importance of assessing the risk posed to councils by climate change and the processes for doing so. Importantly, it provided real examples by councils in the region that had already completed risk assessments, including the outcomes realised and `lessons learned'. The forum was also the first step in the HCCREMS
Regional Risk Assessment and Adaptation Planning project

National Greenhouse and Energy Reporting Scheme (NGERS) and Carbon Pollution Reduction Scheme (CPRS).

NGERS and the CPRS (subject to implementation) will have direct resource and financial implications for many councils. The most likely exposure for councils is through emissions created from landfill or waste water treatment facilities. All councils that are captured by the CPRS (ie. they exceed established emission thresholds) will be exposed to the financial liabilities created by the CPRS.
To assist councils in understanding the impacts of the legislation on their organisations, this forum provided particpants with:
- An overview of the legislation and its applicability to councils;
- Requirements of the legislation in regard to recording and reporting greenhouse gas emissions, energy use and energy production;
- An understanding of the methods and processes required to calculate emissions;
- A broad overview of opportunities for carbon trading and emissions abatement; and
- The opportunity to directly quiz experts in these fields.
