Compliance System Self-Assessments

HCCREMS, utilising documentation provided by the Australasian Environmental Law Enforcement and Regulation neTwork (AELERT) has modified a self-assessment process which provides valuable feedback on the capacity of regulatory systems operating in each Council.


The assessment tool guides staff through the process of reviewing and assessing a number of capacity and performance areas including council systems, administration, human resources, ethics, policy and procedures, training and research.  The assessment provides councils with a picture of how effective their current compliance system is at meeting the objectives of council and the various legislative regimes councils are charged with managing and where potential system improvements could be made.

The benefits to Councils undertaking the self assessment include:
  • An opportunity for discussion and reflection on organisational processes
  • Utilisation of a standard and tested method to identify system strengths and weaknesses
  • Building staff knowledge and skills
  • Access to a structured methodology for tracking, and potentially reporting on cases and investigations
  • Identification of potential improvements to compliance systems

HCCREMS staff are available to assist councils to undertake the self assessment. The assessment involves a half day meeting with relevant staff to conduct the assessment, collation of evidence and results, and provision of a report back to council on the outcomes and areas for improvement.

To date, Newcastle City, Singleton, Port Stephens and Greater Taree City Councils have completed the self-assessment.
